First login into the ESX server via SSH or service console (or whatever you prefer) andcheck if the service was running:
service vmware-webAccess status
If its not running start it:
service vmware-webAccess start
To make this change permanent issue the following command:
chkconfig –level 345 vmware-webAccess on
